For Oncor Electric Delivery Company LLC (Oncor) to continue to provide safe and reliable electric service in the area, it proposes to construct a new 138 kilovolt (kV) transmission line from Oncor’s existing Porterville Substation, located approximately 16 miles northeast of the town of Mentone in Loving County, to Oncor’s existing Shifting Sands substation, located approximately 4 miles northwest of the City of Kermit in Winkler County, Texas (Project). The proposed Project will be approximately 26.6 to 34.2 miles long depending on the route if approved by the Public Utility Commission of Texas (PUCT). The proposed Project is currently planned for completion in 2028.

Voltage and Structure Type – The project includes a new 138 kV single-circuit transmission line, constructed on double-circuit capable steel monopole structures.
