2008 Multi-Family Project Option

The Multifamily Project Option was developed by Oncor to provide an incentive to suppliers of energy services to install energy efficiency improvements at Oncor's multifamily customers' residences. The Multifamily Project Option offers a new way for Oncor to promote energy efficiency among its Multifamily Project Option customers.

With the Multifamily Project Option, Oncor is no longer directly involved in the delivery of energy efficiency services to its customers. Under the Multifamily Project Option, Oncor is purchasing peak demand reductions (kW) and energy savings (kWh) from service providers, who are acting as suppliers of energy services.

The Public Utility Commission of Texas has issued program criteria for the Multifamily Project Option. These criteria specify who may participate as a service provider and the specific types of measures to be installed at a project site. All projects implemented under Oncor's Multifamily Project Option must comply with the Texas Electric Choice Act, the PUCT Energy Efficiency Rule, and PUCT program criteria.

Applications from potential service providers will be reviewed on a first–come, first-served basis until all Multifamily Project Option budget funds have been allocated. To ensure that multiple service providers will have a chance to participate, a service provider may only request funding for one (1) project on the initial program opening of the Multifamily Project Option. Once the initial project is approved for payment a service provider may reserve additional funding for another project. In no instance should a service provider or its affiliate receive more than 20 percent of available program funds in any one–year, unless Oncor, at its discretion, applies for a waiver from this requirement as allowed by the Energy Efficiency Rule. More detailed information concerning the submittal of production reports can be found in chapter 3 of this program manual. Service providers may continue submitting production reports for this project option until November 28th, 2008, or until all budget funds have been exhausted, whichever occurs first. Hard copies of Production Reports and of Host Customer Agreements and Customer Certificates that accompany projects included in a Production Report must be submitted to Oncor such that they are received within five (5) business days following submittal of the electronic version of the related Production Report. The date Oncor receives the signed, hard copy of the production report will be the effective date of receipt.

Oncor will pay service providers a fixed price per kW and kWh of savings. This "standard offer" price has been determined by the PUCT, and is the same for all service providers in the Residential and Small Commercial Program.

Multifamily Project Option service providers may also participate in the Large Project Option. Service providers participating in the Small Project Option may not request funding for the Multifamily Project Option. Multifamily Project Option Guidelines

  • Multifamily dwellings only
  • Budget reservation for one project site
  • Applications accepted first-come, first-served
  • Funding availability updates are available on the Web site
  • 60-Day production period per project
  • Only one project application per project site during program year
  • No security deposit required for initial project, but deposit may be required for subsequent projects if service providers do not meet certain requirements with previous projects
  • Incentive payments limited by Multifamily Project Option budget maximum and 20% cap of total RSC SOP budget (aggregated for service provider and its affiliates)
