Steps to becoming a Competitive Retailer in the Oncor Service Area
Certification Process
The following are the steps that a Competitive Retailer (CR) should expect to complete in order to qualify as a market participant in the Oncor service territory:
- Obtain formal certification as a Competitive Retailer from the Public Utility Commission of Texas (PUCT).
- Obtain and provide the following information when registering with the Electric Reliability Council of Texas (ERCOT):
- Designate a Qualified Scheduling Entity (QSE) described in theERCOT Protocol Section 16.3.1.2.
- Execute a Load Serving Entity (LSE) Agreement with ERCOT.
- Link to the PUCT Rules and Statute to view the technical and managerial resource requirement qualifications of Substantive Rule 25.107 (.pdf), pages 6 & 9.
Testing Process
- Obtain ERCOT Testing approval for Electronic Data Interchange (EDI) transactions.
The Oncor Relationship
- Execute required contract documents with Oncor.
- Delivery Service Agreement (DSA) (.doc). This document must be executed prior to the commencement of retail delivery service.
- A CR Relations Manager will contact each CR to develop and manage:
- Trading Partner Information
- Oncor Business Practices and Procedures Orientation
- Issue Resolution Process
- Support for Industry Transition Requirements
- Continuous Process Improvement
